Project Overview
The villagers of Chalish Gaon,
Nepal, are desperately seeking assistance to improve their sanitation
facilities as a means of improving their health and productivity. As a first
step towards that goal, the initial proposal outlined:

Background Information
The village of Chalish Gaon is a
small village situated in the Ganesh Himal region of Nepal (north central
Nepal, approximately 70km northwest of Kathmandu). The nearest practicable road
is a two-day walk, in the best of conditions, and the nearest town is 35km
away. All provisions, materials and produce are carried to and from the village
by porters. The village is not connected to any electrical grid. The village
has one elementary school with dirt floors and few materials. Approximately 21%
of girls and 32% of boys receive primary education. Higher education must be
pursued in a Neighboring village at approximately 1.5-hours walking distance.
Nepal is faced with many
challenges:

About half of the population of Nepal lives
below the international poverty line (Less than US$1.25/day). In the Chalish
Gaon region, their per capita income Plummets to about 37 cents a day.
·
Nearly half of the population of Nepal is unemployed.
·
UNDP’s Human Development Index places Nepal at
144 out of 182 countries.The World Economic Forum’s Global Competitiveness
Report situates it at 125 out of 133. Transparency International’s Corruption
Perceptions Index ranks Nepal as 143rd of 180.
·
Agriculture accounts for about 40% of Nepal's
GDP and employs 76% of the workforce, much of which is unskilled. In Chalish
Gaon, approximately 85% of the population is farmers.
·
Nearly two-thirds of Nepalese women and
one-third of men are illiterate.
·
While Nepali is the maternal language of 48% of
the population, over 100 recognized indigenous languages exist in Nepal.
·
Eight of the 10 highest mountains in the world
are situated in the Nepali Himalayas. Infrastructure construction is difficult
and expensive due to the mountainous terrain.
Chalish Gaon and its Sanitation:
The village of Chalish Gaon
contains about 67 households (around 230 people) of Gurung and Bika families.
There are no sanitation facilities in the village, excepting a few of the more
fortunate families that have built their own unmanaged dry latrines and keep
them under lock and key. Only teachers are allowed to use the single tiny dry
latrine at the school. All the other villagers relieve themselves in the rice
fields around the village, mostly upstream of the water delivery points. Small
children, the infirm and the elderly have more difficulty going outside the
village for their needs, which creates further health hazards. Large quantities
of water are not available for irrigation of crops or for livestock. Some buffalo
are kept within the village centre, while most of the herds are kept in the
fields below the village. Garbage disposal is also a challenge: waste often
clutters the countryside or is burned, releasing toxic fumes.
Public Consultation
In early 2009, Rising Nepal Youth
Club attempted, for the first time in history, a preliminary survey of tap and
toilets in 11 villages in the area surrounding Chalish Gaon as a means of
addressing serious public health concerns. Within the framework of this survey,
focus group discussions and interviews on the subject of taps and toilets were organized
in Chalish Gaon with 59 people, including representatives of Himalayan Health
Care, the Sertung Health Center, principals from surrounding schools, local political
leaders, social workers, villagers and the survey team. The survey was not restricted
by caste, class or gender. Results showed that 85% of the citizens would like
to have their own private tap, but a small minority would be satisfied to have
at least three or four additional taps in the village. Ninety percent of those
interviewed expressed the desire for private toilets, ideally one for every 1
to 3 households. Five percent did not know if they should have taps and
toilets. The population is very poor and cannot afford to build such extensive infrastructure
or do not have land or manpower. Seven percent have the perception that toilets
will smell foul. Additional research shows that the populations are in very
poor health, often caused by contaminated drinking water and poor hygiene.
Citizens bathe on average once a month and drink non-potable, unboiled and
unfiltered water. The environment is unsanitary and the villagers have not been
educated in hand-washing practices and causes of disease, resulting in reduced
life expectancy. Their traditional beliefs and lack of a nearby hospital often
lead them to seek medical help from a shaman rather than a doctor. Kitchen
equipment is often not washed and flies can also be agents for disease, which
is then quickly transmitted from person to person in close proximity. In
November of 2009, another informal consultation took place with the villagers
on their water and sanitation needs. The villagers feel they have been
neglected by the government, which has not recognized their dire situation. While
a national NGO has continued to gather information on taps, there is no
improvement plan underway. A few other NGOs have been active in the health and
education sector, but none have studied or are addressing the basic sanitation needs
of the village. In July 2010, representatives from the primary school and the
Youth Club initiated contact to develop this proposal, as the community has
collectively determined that attending to their water and sanitation needs is
an urgent priority for their well-being and future prosperity and are
requesting assistance from all possible Sources.
Priority on the basis of need
Kaduri Agricultural Association (KAA)
a NGO has built the tap in the village per three household ,in average, in
2010. Thus the water supply to the village is secondary in priority whereas to
provide latrine is the first priority.
Axes of Action
Sanitation needs in Chalish Gaon
are enormous, a few priorities have been identified for urgent action and for
which the villagers are seeking immediate support.

Protection of the toilets from livestock and maintenance of the toilets,
especially when school is not in session, was a concern to the villagers.

Goals and
Objectives The current proposal aims to put partners in relation with each
other that can:
a.
Supply technical assistance in assessing the
sanitation needs for the village;
b.
Support the undertaking financially or through
donation of materials, labor or time;
c.
Provide
services for the transport of goods to the rural area;
d.
Advise workers on site in order to carry out
improvements on sanitation facilities;
e.
Educate
the population in health and hygiene practices, encouraging behavioral and
social change;
f.
Instruct and empower the villagers to take
responsibility for the maintenance and upkeep of the new facilities;
